Sacramento makes 'Best Cities' top 10

Sacramento ranks eighth on Kiplinger's Personal Finance magazine's "10 Best Cities of 2008" list released Thursday.
The list, under the direction of Kevin Stolarick, research director at the Martin Prosperity Institute, concentrated on cities that offer "strong economies, abundant jobs, reasonable living costs -- and fun things to do." It also placed a strong emphasis on cities' "creative class."
"People in creative fields -- scientists, engineers, architects, educators, writers, artists and entertainers -- are catalysts of vitality and livability in a city," Stolarick said.
Houston was ranked No. 1, followed by Raleigh, N.C.; Omaha, Neb.; Boise, Idaho; Colorado Springs, Colo.; Austin, Texas; Fayetteville, Ark.; Sacramento; Des Moines, Iowa; and Provo, Utah.
Sacramento was given high marks for its transformation "into a hub of technology, biotech and energy," as well as its many parks and revitalized midtown "brimming with quirky boutiques, art galleries and more than 1,000 restaurants."
